The 5 Hour Offer

The PESSCL Strategy is now the PE & Sport Strategy for Young People (PESSYP) referred to as the 5 Hour Offer.
Central Government is now working on the PSA Delivery Agreement 22:
“Deliver a successful Olympic Games and Paralympic Games with a sustainable legacy and get more children and young people taking part in high quality PE and sport’.
This will be measured through the 5 Hour Offer. The success measures are as follows:
- By the end of the academic year 2010-11, 40% of Young People to take part in 5 Hours a week of PE and Sport (three hours for 16-19 year olds)
- By the end of the academic year 2012-13, 60% of Young People to take part in 5 Hours a week of PE and Sport (three hours for 16-19 year olds)
- By the end of the academic year 2010-11, 80% of 5-16 year olds in every School Sport Partnership (SSP) to take part in three hours a week of PE and sport organised by schools
Community and club providers will seek to ensure that a further two hours a week are available. The new PE and Sport Strategy for Young People has ten work strands as follows:
- Club Links
- Coaching
- Competition
- Continuing Professional Development
- Disability
- Sport Unlimited
- Gifted and Talented
- Infrastructure
- Leadership and Volunteering
- Swimming
This can be separated into the following measures:
- The percentage of SSP areas with a five hour offer in place. Current delivery against this measure has been assessed by the Youth Sport Trust and Sport England
- The percentage of 5-10 year olds taking up five hours of PE and Sport (three hours for 16-19 year olds)
- The floor target percentage of 5-16 year olds in every SSP taking up three hours of PE and Sport organised by schools
